Link System- URL

hi,
I want to build a new site. Although I already have several of them I build link system which I do not like. I read some where that Link system is a good way to attract partners and give them real benefits - small number of outgoing links on the page, easy navigation and some other requirements. Otherwise sophisticated webmasters won't exchange links with you,that is why i want some good samples of structured link system with URL.
